New handbook reveals how lobbyists shape policy at every level

A comprehensive handbook maps how lobbying influences public policy through three distinct pathways—from systemic forces down to individual organization strategy. For policymakers and executives, understanding this multi-layered influence is critical: it reveals where advocacy efforts gain traction and how business and political interests interact to reshape regulatory landscapes.

Abstrakt

<p>In this chapter, we outline the aim, scope, and analytic tools for the Handbook on Lobbying and Public Policy. We argue that lobbyists' impact on public policy is profound and complex. Appreciating this interaction requires a nuanced approach. We employ resource-exchange as a meta-theory to encompass the wide range of subjects addressed. Significantly, we take a multi-analytic approach that observes the relationship between lobbyists and public policy across three levels: (i) macro-level/systemic; (ii) meso-level/sub-systemic; and (iii) micro-level/organizational-strategic. Using these two tools, we examine lobbying and public policy across five thematic sections. Part I examines lobbying and public policy at the macro-level. It provides substantive theoretical tools, conceptual models, and methodological discussions. Part II addresses meso-level concepts and perspectives on lobbying and public policy, focusing on the relationship's dynamic assessment vis-à-vis the policy cycle and policy procedures. Part III examines micro-level strategy. It assesses why and how political variables and organizational characteristics impact strategy. Parts IV (political systems) and V (policy good) draw from the different analytic perspectives and take a comparative approach. The handbook applies a high-resolution, wide-angled, multi-method perspective, which draws from a rich body of work spanning 37 chapters, developed by 50 contributors. In doing so, it highlights overarching theoretical principles, common structural attributes, similar behavioural patterns, and underscores variance. We argue that what appears to be a system in entropy is an intricate system that can be defined, mapped, and examined. We conclude with suggestions for paths for future research.</p><p>  </p>
