Sweden's Immigrant Language Program Needs Better Reading Instruction

A Swedish pilot study found that adult newcomers completing the country's main immigration language course struggle with basic reading skills, despite the program's literacy focus. Structured decoding instruction showed promise but wasn't tested at scale—raising questions about whether Sweden's integration investments are delivering measurable outcomes.

Abstrakt

The Swedish for Immigrants (SFI) program has an inclusive design and placesnational emphasis on literacy. However, the actual reading proficiency ofstudents nearing the end of their SFI education is not well understood, specifically for decoding skills, which are foundational for fluent reading inboth a first and a second language (L2). To address this research gap, thispilot feasibility study investigated the effects of a decoding-based readingintervention among newly arrived adult L2 students enrolled in the SFIprogram. It primarily aimed to evaluate the practicality of implementingstructured decoding instruction in an authentic SFI classroom setting. Thefeasibility indicators included recruitment and retention rates, participantengagement, and implementation fidelity. Additionally, preliminaryoutcomes related to reading accuracy, fluency, vocabulary, spelling, andcomprehension were explored. Twenty students were randomly assignedto either an intervention or a comparison group, and pre-, mid-, post-, andfollow-up assessments were conducted. Although no statistically significantdifferences were found between the groups, small-to-moderate effect sizesfavoured the intervention group. Together, the preliminary effects andfeasibility indicators support the viability of the intervention and justifyproceeding to a fully powered trial. The study has important implicationsfor improving L2 students’ language abilities and future prospects.
